The UK Home Office has published a detailed consultation document listing more than 30 visa routes through which migrants can qualify for permanent residency, also known as indefinite leave to remain (ILR), under a reformed settlement framework.

The document, presented to Parliament by Home Secretary Shabana Mahmood, confirms that out of nearly 70 immigration routes within the UK's Immigration Rules, approximately 40 lead to settlement.

Visa Routes That Lead to UK Settlement

The routes are grouped into four broad categories: Work, Family, Protection, and Other.

Under the Work category, routes include the Skilled Worker visa, T2 Minister of Religion, Representative of an Overseas Business, UK Ancestry, Global Talent, Scale Up Worker, Innovator Founder, and International Sportsperson.

The Global Talent route carries a shorter qualifying window of between 3 and 5 years, while the Innovator Founder route requires just 3 years of residence before a settlement application can be made.

Family routes cover partners and parents of British citizens or those already settled in the UK, with qualifying periods ranging from 5 to 10 years.

Victims of domestic abuse and bereaved partners may qualify for immediate settlement under special provisions.

The Protection route, designed for refugees and those granted humanitarian protection, currently sits at 5 years.

Long Residence and Discretionary Leave routes both carry a 10-year qualifying period.

What Applicants Must Now Meet

Under the earned settlement model, meeting a time threshold alone is no longer sufficient.

Applicants must demonstrate a clean criminal record, a high standard of English, sustained economic contribution, and no outstanding debt in the UK.

The framework operates on a time adjustment principle, meaning contributions to British society, such as senior public sector work, high tax payments, or extensive volunteering, can potentially shorten the qualifying period below 10 years.

Conversely, those who have claimed benefits or arrived through irregular channels face extended waiting periods.

The Home Office noted that around 1.6 million people are forecast to receive settlement grants between 2026 and 2030, with a peak of approximately 450,000 expected in 2028. The government confirmed that anyone who already holds settled status will not be affected by the changes.

Settlement in the UK grants the right to live, work, and study without restriction, and serves as a prerequisite for those pursuing British citizenship.
