Civil Society Council Clears NCC of Wrongdoing in 2025 Promotion Exercise Allegations

The National Civil Society Council of Nigeria (NCSCN) has declared that its independent investigation into controversies surrounding the Nigerian Communications Commission (NCC) 2025 staff promotion exercise found no evidence of victimisation, marginalisation or breach of public service rules by the Commission’s management.

This follows weeks of petitions and public complaints alleging unfair treatment, federal character violations and targeted suppression of staff during the promotion process overseen by NCC Executive Vice Chairman (EVC), Dr. Aminu Maida.

Speaking at a press conference in Abuja, NCSCN Executive Director, Blessing Akinlosotu, said the Council launched a multi-layered fact-finding mission after receiving repeated complaints from civil society groups and internal NCC staff.

“We swiftly launched an independent enquiry to ascertain the true position of things,” Akinlosotu stated. “Our panel engaged both the accusers and the accused, including relevant authorities, and the process lasted several hours. After cross-checking facts, we can now set the record straight.”

They cited cases where candidates who allegedly scored above required benchmarks were not promoted, and claimed media protests and petitions to government agencies were necessary to “expose injustice.”

Independent Findings

According to NCSCN, the investigation revealed:

The exams were open to all eligible staff
The process followed public service rules and NCC manpower planning
Federal Character Commission representatives were present
Some qualified candidates were not promoted due to limited vacancies
Technical hitches occurred, but apologies were issued by NCC management
“We found no evidence of deliberate marginalisation or victimisation,” Akinlosotu said. “Most grievances arose from institutional limitations and natural constraints, not targeted injustice.”

The Council, however, acknowledged the need for improvements in logistics and communication.

NCSCN Commends NCC Leadership

NCSCN praised the current NCC leadership under Dr. Maida for what it described as transparency and industry reforms.

“We can authoritatively attest to impressive performance,” the Council said, noting strides in telecom regulation and consumer protection.

Warning to Petitioners and Appeal for Peace

The Council accused unnamed internal actors of attempting to undermine NCC leadership and cautioned civil society organisations to avoid being used as tools for vendetta.

“We will not hesitate to expose characters fueling destabilisation,” Akinlosotu warned.

NCSCN appealed to the NCC not to punish protesting staff, urging forgiveness and internal resolution mechanisms.

“We advise that no affected staff should be dismissed. Let the spirit of tolerance prevail.”

The Council also advised media practitioners to avoid sensationalism and prioritise investigative reporting.
