The committee had earlier received a petition dated September 5, 2026, and referred it to a technical subcommittee for a thorough and impartial examination. After completing its investigation, the subcommittee recommended that the petition be dismissed in its entirety, finding that the allegations of ineffectiveness and financial recklessness were not supported by the evidence presented during its proceedings.

PINL's Achievements in Focus

The subcommittee's report highlighted several key contributions by PINL to pipeline security and community welfare. The company employed more than 35,600 youths as pipeline surveillance guards across its areas of operation, providing legitimate livelihoods to thousands of young Nigerians.

On education, PINL awarded more than 5,000 scholarships to undergraduate and postgraduate students from host communities. These include a ₦2 billion scholarship programme covering 1,500 students across Bayelsa, Rivers, Abia, and Imo States, with 600 beneficiaries in Bayelsa State each receiving between ₦500,000 and ₦1 million.

The report also noted that more than 4,000 women and girls received training in vocational trades and small-business development. Under the Women's Skills Development and Enterprise Programme, the company targeted 2,000 women and girls across 215 host communities, including 1,000 women in Bayelsa State who each received ₦250,000. PINL also provided flood relief materials to more than 10 communities in Rivers State affected by the 2022 and 2023 flooding seasons.

Lawmakers Back Expansion of PINL Operations

The Chairman of the Committee on Host Communities told the sitting that every allegation brought before the legislature must be tested against evidence before conclusions are drawn, reaffirming the House's commitment to fairness and due process.

In its recommendations, the subcommittee called on the Federal Government to sustain PINL's operational deployment and expand its scope over a longer period to consolidate gains in pipeline security, youth employment, and community engagement. The subcommittee also urged that the company's work be supported as part of efforts to push Nigeria's crude oil output to between 2.5 million and 3 million barrels per day.

The committee's decision reinforces the role of evidence-based legislative oversight in handling petitions involving public institutions and critical national infrastructure.
