According to The Nation, the Nigerian Governors’ Forum (NGF) on Tuesday, April 13, at a press briefing faulted the president for enacting the order without consulting the governors.
The chairman of the NGF, Governor Simon Lalong of Plateau state, stated that state governors were not opposed to financial autonomy for the judiciary and the legislature.
He, however, insisted that the federal government could not force states to implement financial autonomy for the judiciary and legislature.
He said:
“People don’t understand what Order 10 is. Order 10 is talking about implementation. But for us governors, we are saying no. We are going to do implementation. We don’t need any Order 10 to force us to do implementation. So, we don’t need Order 10. We are only working on the law of implementation because Federal Government cannot tell us how to implement.''
The Punch reported that Lalong dismissed the suggestion that governors were delaying the implementation of the law for financial autonomy for state legislature and judiciary.
He explained that the attainment of autonomy is a process that cannot be enforced by the mere enactment of an executive order.

Lalong said:
“We are not foot-dragging. We were not consulted when the Executive Order came. When you are talking about implementation, you are talking about processes. You don’t wake up and say because a law is passed, it must be applied. There must be processes.''
Meanwhile, Senator Orji Uzor Kalu says he believes that there are attempts to sabotage the presidency of Muhammadu Buhari.
The lawmaker who represents Abia North in the National Assembly made the statement during an interview with Channels TV on Monday, April 12.
He said the security challenges in the country would be checked with close collaboration between the federal government and governors.
