Albania Appoints AI Bot ‘Diella’ as Minister of Public Procurement

Tirana, Albania - The Albanian government has appointed an AI-generated bot as minister to tackle corruption and handle public procurement.

The AI-generated bot, Diella, which means "sun" in the Albanian language, will manage and award all public tenders in which the government contracts private companies for various projects.

As reported by Reuters, Diella will be impervious to bribes, threats, or attempts to curry favour.

Prime Minister Edi Rama, who is about to begin his fourth term, made this known on Thursday, September 11, 2025.

“Diella is the first cabinet member who isn’t physically present, but is virtually created by AI,” Rama said during a speech unveiling his new cabinet. She will help make Albania "a country where public tenders are 100% free of corruption."

The awarding of contracts has long been a source of corruption scandals, an image that has complicated Albania's accession to the European Union.

The government did not provide details of what human oversight there might be for Diella, or address risks that someone could manipulate the artificial intelligence bot.

It was gathered that Diella was originally launched early this year as an AI-powered virtual assistant on the e-Albania platform.

Diella, dressed in traditional Albanian attire, helped citizens and businesses obtain state documents.

She provides assistance through voice commands and issues documents with electronic stamps, reducing bureaucratic delays.

There are doubt that Diella is not the solution and will fail to achieve the desired result.

A Facebook user, who is not convinced about Diella, said:

"Even Diella will be corrupted in Albania."

Another doubting Thomas said:

"Stealing will continue, and Diella will be blamed."

Recall that the foundation of Africa’s first Artificial Intelligence University was laid in Modakeke, Osun State.

Governor Ademola Adeleke flagged off the construction of the institution, the Curators University.
