In this man's case, it's jumping out of a moving aircraft. He is a soldier and he probably does this once in a while for training.
The romantic soldier identified as Mordecai Danladi jumped out of a moving aircraft with a parachute with some of his colleagues as support and got on one knee to propose to the love of his life.
Anna Bako, the lady who was proposed to was surprise by her boos and actions as she smiled and said yes. The joyous incident was witnessed by fellow soldiers who hailed and celebrated the couple.

According to a post shared on Bako's Instagram page, the soldiers recently completed their airbourne course on Friday, June 8.
It could be assumed that the soldier proposed on the day he completed his airborne course or after the completion of the course.
