Port Harcourt - Rivers state - President Bola Ahmed Tinubu reinstated suspended governor Siminalayi Fubara after the six months’ emergency rule in Rivers state.
Fubara will today resume duties as Rivers state governor on Thursday, September 18, 2025.

Following Fubara’s reinstatement, below are the list of the winners and losers after the emergency rule in Rivers state as reported by The Punch.
Winners in Rivers emergency rule
- President Bola Tinubu
President Tinubu is the ultimate winner for quelling the unrest following repeated pipeline vandalism amid the heightened political tension.

Tinubu’s greatest concern was that of critical national assets in Rivers state.
The President was unwilling to risk anything that could cripple the nation’s economy mainstay—oil
Tinubu also gained significant political ground in Rivers with APC winning 20 LGA in the coulcil election.
This strongly position the APC ahead of the 2027 general elections.
- Nyesom Wike
The FCT Minister, Nyesom Wike is the second person on the list. The former Rivers state governor was politically stranded after his loyalists lost out in key positions—commissioners, local government chairmen, and other strategic offices.
That position was later restored and he is now back to the political godfather status of the state.
- Amaewhule-led faction
Also on the winning side are the members of the Amaewhule-led faction of the Rivers Assembly.
Amaewhule-led faction have regained their political relevance in their various constituencies after the state of emergency.
They are now certain of electoral values in the 2027 election in the state.
- All Progressives Congress (APC)
The APC gained massively as well by winning 20 out of the 23 LGA in the council elections in the August 30, 2025.
The Tony Okocha-led state chapter of the party is now a beautiful bride after been in the opposition until the emergency rule
It is gathered that the APC is offering Fubara the leadership of the party in the state.
The move is seen as part of wider political realignments following Fubara’s reconciliation with Wike.
- Rivers Sole Administrator, Ibok-Ete Ibas
The Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd) restored stability in the state within six months.
The opportunity gave him a high-profile platform to demonstrate administrative and crisis-management skills.
Ibas can leverage on this with political position in the future after successfully steering the state through the emergency rule.

Losers in Rivers emergency rule
- Rotimi Amaechi
Former Rivers governor and minister of transportation, Rotimi Amaechi, has lost his political structure in the APC after dumping the party for ADC.
The African Democratic Congress (ADC) chieftain’s political machine weakened considerably after leaving office.
A loss for Wike in the crisis could have provided leverage for Amaechi to reassert his political dominance in the state.
- Fubara’s loyalists
Many of Fubara’s loyalists lost their relevance in the scheme of things in the state after losing in the local government election.
The emergency rule and Fubara’s reported arageement with Wike have ruled them out of contention and political relevance.
- Pro-Fubara political leaders
Political leaders, stakeholders, and statesmen who cheered Fubara on during the crisis.
Fubara’s return after the emergency rule may lock them out of relevance in the state.
They include former governor, Celestine Omehia; former national chairman of the PDP, Prince Uche Secondus, and Senator Lee Maeba.
- Oko-Jumbo faction
Oko-Jumbo and his men would have to realign to retain their membership of the assembly after losing to Amaewhule faction.
The pro-Fubara lawmakers has no choice with the authority firmly in control of the Amaewhule faction.
Wike speaks as Tinubu restores Fubara
Legit.ng earlier reported that Wike reacted to the restoration of the democratically elected officials in Rivers state.
The state governor and all legislators were suspended by the president of the federation six months ago.
At the time, President Tinubu appointed a sole administrator to pilot the affairs of the state in the absence of Governor Siminalayi Fubara.
