The 60-day-three-man panel, which is made up of Justice Ebenezer Adebajo as the chairman, Nurudeen Ogbara, a lawyer, and Jude Igbanoi, the Deputy Law Editor of Thisday Newspapers are saddled with the responsibilities of investigating the real reasons why the incident occurred, who caused the incident and what really transpired that aggravated the whole incident.

Although the Nigerian Army affirmed that the soldiers were not the cause of the unfortunate incident but hoodlums, the state government has however warned the panel to do its work not allowing any influence from any corners as he revealed his knowledge about noble men in the Nigerian Army which does not cancel the fact that there are still many bad eggs in the said force.
