Act allegedly carried out in public
According to Dr Ahmad, the alleged violation took place openly in the presence of several witnesses and was also captured on video.
“The Councillor, who as a public officer is expected to lead by example, disregarded this law by spraying and mishandling the Naira. Such actions send the wrong message to young people and undermine respect for our national currency,” the petition read.

CBN Act prohibits spraying of Naira
The petitioner reminded the EFCC that Section 21 of the CBN Act 2007 prohibits spraying, mutilating, or defacing the Naira.
Offenders risk a fine of at least ₦50,000, six months’ imprisonment, or both.
Call for EFCC probe
Dr Ahmad urged the EFCC to investigate the incident, prosecute the councillor if found culpable, and use the case to caution other public officials.
He added:
“I am prepared to fully cooperate with investigators. This petition was made in good faith to protect the dignity of our legal system and safeguard the value of the Naira.”
EFCC warns of naira abuse
The Executive Chairman of the Economic and Financial Crimes Commission, Mr. Ola Olukoyede, has called on Nigerians to stop abusing the naira, warning that acts such as spraying and stamping on the national currency are not cultural practices but punishable offences under the law.
Olukoyede made the remarks on Friday in Lagos during a stakeholders’ sensitisation programme.
Describing the naira as “a symbol of our sovereignty,” the EFCC boss expressed concern over the continued abuse of the currency, particularly at social gatherings where it is commonly sprayed, mutilated, or stamped.
“Nobody who works hard to earn money will go out and start throwing their hard-earned salary in the air,” he said, noting that such practices are both illegal and economically damaging.
