Dortmund would be willing to let Brandt leave on loan should a lucrative offer be made in the January transfer window by the Gunners' chiefs.
The Gunners previously wanted Lyon’s Houssem Aouar and Dominik Szoboszlai who eventually joined RB Leipzig from sister club Red Bull Salzburg.
Brandt made over 55 combined appearances for Germany's youth teams playing at every level from U15 to U21.
He was a member of the squad that won the UEFA European Under-19 Championship in 2014.
Meanwhile, Arsenal are currently occupying 11th position on the Premier League table with 23 points after 17 games played so far.
Mikel Arteta and his wards will be facing Newcastle United in their next game which will be in the third round of the English FA Cup on Saturday, January 9.
The Gunners are also the defending champions of the English FA Cup.

Sead Kolasinac came through Schalke's youth system ten years ago before completing a transfer to Premier League giants Arsenal in 2017.
However, the Gunners only agreed to send the 27-year-old defender back to Germany on loan where he will be for the next six months of his career.
According to the report, Sead Kolasinac will decide whether to stay permanently at Schalke at the end of the season or make a return to the Emirates stadium.
