Aviation Minister Condemns Release of Indecent Video from Ibom Airline Incident

  • Aviation Minister Festus Keyamo has condemned the public release of a video showing indecent exposure during a disruptive incident on an Ibom Airline flight

The Minister of Aviation and Aerospace Development, Festus Keyamo, has strongly condemned the public release of a video showing the indecent exposure of a female passenger during a disruptive incident aboard an Ibom Airline flight.

He described the dissemination of the footage as “totally unacceptable” and has ordered disciplinary action against the staff responsible.

The passenger, identified as Miss Comfort Emmanson, also known as Comfort Bob, allegedly assaulted both flight crew and ground staff during Ibom Airline Flight Q153 from Uyo to Lagos on 10 August 2025.

The incident reportedly occurred at approximately 2:54 p.m., after Emmanson refused to switch off her mobile phone during takeoff, in breach of International Civil Aviation Regulations.

Ibom Airline passenger banned indefinitely by NCAA

In response to the incident, the Nigeria Civil Aviation Authority (NCAA) has imposed an indefinite flight ban on Emmanson, covering both domestic and international travel. The minister confirmed that she was arraigned on Monday before the Ikeja Magistrates’ Court and remanded at Kirikiri Prison for failing to provide sureties.

Keyamo stated that while recording the passenger’s behaviour was necessary for legal proceedings, the decision to release footage containing indecent exposure was inappropriate and damaging.

“Whilst we support the filming of her recalcitrant behaviour as evidence to prosecute her, what is deplorable is to release such evidence containing indecent exposure to the public to ridicule her,” he said.
“That is totally unacceptable to us. We will not fold our arms and tolerate the debasing of womanhood.

“I have therefore directed that whoever released that part of the video containing the indecent exposure amongst the staff should be singled out and adequately sanctioned.”

Aviation staff training to be enhanced

In light of the incident, Keyamo has directed all airlines to intensify training and retraining of their personnel in public relations and the management of volatile situations. He also announced that a joint security meeting involving relevant agencies would be convened next week to improve coordination in aviation security.

“Consequently, in the last few hours, I have been speaking with the Commissioner of Police of the Airport Police Command, the DG of the NCAA and his team, the MD of FAAN and her team, the COO of Ibom Air and his team about the incident,” he said.

Minister urges passengers to use official complaint channel

Keyamo further urged passengers to channel grievances through the NCAA’s Consumer Protection Directorate rather than resorting to disruptive behaviour. He warned that any future misconduct would attract severe penalties, including flight bans and criminal prosecution.

“We will continue to apply equal sanctions available to us in Aviation on any such erring passengers, that is lengthy flight bans and report the matters to other law enforcement agencies to do their bit within their powers,” he concluded.
