The 28-year-old currently has a year left in his contract with the La Liga club but Betis are not ready to let go of the Algerian defender.
Mandi has made 141 appearances for the La Liga side since his 2016 move from Stade Reims and has remained an integral member of the Los Verdiblancos.
He has captained Betis on a couple of occasions and could offer credible competition for Joe Gomez and Joel Matip as to who partners Virgil van Dijk at the heart of defence.
Jurgen Klopp is also looking toward the direction of Norwich City left-back Jamal Lewis as strong competition for Andy Robertson.
The Reds had their left-back position handled by James Milner when Robertson is out inured and the German boss is hoping to solve the problem by signing a natural left-sided defender.
Lewis made 28 Premier League appearances last season and the Reds are understood to have made a £10m bid for the Englishman.
