Ronaldinho won the Ballon'd'Or in 2005 and the FIFA World Player of the Year awards twice in 2004 and 2005.
Okocha and Ronaldinho were former teammates with Paris Saint-Germain before leaving the club to have a spell in the English top-flight division.
The former Super Eagles captain never won the African Player of the Year but came close in 1998 but was behind Moroccan midfielder Mustapha Hadji.
Beye said on Team sur Canal Plus via afriquesports.net: "Okocha is one of the great players who have not been able to play in big clubs,"
"Ronaldinho could have had two to four Ballons d'Or. Jay Jay Okocha is such a talent and could have been too."
Meanwhile, Legit.ng had earlier reported that former Liverpool defender Jim Beglin has named Austin 'Jay Jay' Okocha as his best ever Nigerian player.
The 56-year-old who spent six seasons with the Merseyside outfit made this known during his Q&A session on Twitter tagged #ASKJimBeglin.
Though he never had the chance to play against the Super Eagles legend, the ex-attacker's quality display of skills and good control of the ball must have motivated his decision.
Legit.ng also reported that Super Eagles captain Ahmed Musa has disclosed that former team skipper Austin Jay Jay Okocha is Nigeria’s greatest player of all-time.
Musa who is observing the lockdown back home in Jos, Plateau state capital, disclosed this during an exclusive Instagram chat with Legit.ng on Thursday, May 21, 2020.
Okocha who possesses extra-ordinary skills had a 14-year glorious career in the colours of Nigeria between 1993 and 2006 scoring 14 goals in 73 appearances.
