Willian has been a summer target for Tottenham in recent months and the north London club have offered him a £250,000-per-week wage deal, reports claim
Spurs boss Jose Mourinho has made Willian one of his top targets this summer and the club are willing to pay a huge sum for the in-form winger.
The 31-year-old's contract at Stamford Bridge ends in the summer and he has rejected a new deal to remain with the club.
It is understood that the Brazilian turned down a two-year contract offered to him by Chelsea but wants a three-year deal.
And having previously worked with Mourinho at Chelsea, the Brazilian could be looking to reunite with the Portuguese gaffer.
Willian has been in fine scoring form for Chelsea, netting four goals in five games since the Premier League returned from the three months break.
Frank Lampard recently insisted that they ae confident of Willian signing a new contract at Stamford Bridge.
"I haven’t given up hope on it," Lampard said. "The club is still in discussions with him. We want him to stay at the club.
“But I also appreciate the fact that this contract for Willian is a big deal for him because of his age and where he’s at. I’ve been there before myself and I respect that.
"But the way he’s playing at the minute shows his worth to the squad and the group and it’s something that I hope we can get to. Whatever way with Willian he’s been a great servant to the club and if we can get it I will be happy. If not I will certainly wish him well because I’ve got a lot of time for him as a player.
"In the short-term we can see what he’s doing for us. It’s ongoing."
Meanwhile, Legit.ng had earlier reported that Willian and Pedro will not be leaving Chelsea at the end of June when their respective contracts expire.
The attacking duo have agreed with the Blues to stay until the current Premier League season ends in July.
However, both the Brazilian and the Spaniard will not participate in Chelsea's Champions League campaign in August.
