The Blues are now hoping they can lure the former Liverpool star to Stamford Bridge when the winter transfer window opens.
Coutinho joined the Catalans in a deal around £142 million in January 2018 but failed to live up to expectations after one and a half-season at the club.
Frank Lampard is said to have been given at least £150 million to sign players next month following the departure of Eden Hazard to Real Madrid six months back.
But they were unable to replace the Belgian due to the transfer ban placed on them for breaking the rules guiding the signing of youngsters.
However, the ban has been lifted and the current Europa League champions are planning to make a move for the Brazilian having missed out of the deal in the summer due to their suspension.
Meanwhile, his parent club is willing to take a pay cut in order to allow the winger to leave for about £85 million.
Legit.ng earlier reported that Willian has stated that he wants to remain at Stamford Bridge until he clocks 40 as he rules out January move to Barcelona.
The 31-year-old will be out of contract in the summer and has often been criticized by Chelsea fans in the past few months.
But after a stunning match-winning performance against Tottenham at the weekend, the Brazilian winger has revealed that he wants to stay at the west London club until he is 40-years-old.
