Chelsea are reportedly planning to launch a £35 million bid for Nice defender Youcef Atal if they are able to get their transfer ban lifted before then.
It would be recalled that the Premier League outfit were slammed with a two transfer window ban after breaching FIFA ethics on signing of youngsters.
The Blues were only able to add Christian Pulisic to their squad this summer having signed him from Borussia Dortmund before being sanctioned by the body.

They also made Mateo Kovacic's deal permanent after the completion of his loan spell at the Stamford Bridge last season.
Meanwhile, SunSport quoting Italian news outfit Calciomercato.com claim Chelsea will battle Valencia for the signature of Algerian defender Youcef Atal.
Atal made 29 appearances for his French League side last season, but the Blues will have to get their ban lifted by the Court of Arbitration for Sport before making such move.
Fellow Premier League outfit, Manchester City were also found wanting but were able to appeal their case.
