The publication also claims Fulham's U-21 left-back Ryan Sessegnon has agreed to join Mauricio Pochettino's side in a deal valued around £25 million, while Josh Onomah moves the other way.
Spurs are also close to signing Real Betis midfielder Giovani lo Celso, but the 23-year-old Argentine is likely to join them on loan with an option to buy later.
Tottenham made their first signing after 18 months after landing Tanguy Ndombele for a club record £62.8 million fee in July.
He became the first player to arrive at the club after Lucas Moura's move from Paris St-Germain in January 2018.

During pre-season, Pochettino said he was "not in charge" of signings and should change his title from manager to coach.
"I know nothing about the situation of my players," said Pochettino.
"It's true that 'manager' is a word that means different things than head coach. Maybe I was always manager from the first day I arrived here - and maybe it describes my job better."
