Manchester City and Arsenal are also said to be interested in the dynamic defender, but the Catalans are hoping they can use the influence of Frankie De Jong to land the star.
SunSport quoting Sport claim the Blaugrana have already proposed a five year deal with the fee possibly rising, depending on how long he spends in Spain.
The publication further stated that De Ligt after helping his side upset Real Madrid in the UCL informed Barca chiefs of his desire to follow his friend to the Nou Camp.
Reports from the player's camp reveal that the 19-year-old was initially skeptical of making Barca's starting 11 when he joins them.
But the club have assured him of regular playing time despite the presence of Gerard Pique and Samuel Umtiti in the team's setup.
