The France international is in the final year of his contract with the Parisians and a move out of the French capital is certain next summer.
According to reports in France, City believe the Frenchman is a formidable replacement for Yaya Toure who left the club this summer.
The 23-year-old spent time with City's academy as a teenager before making a move back to his country.
Rabiot has developed to become an important member of PSG's squad but report claims his relationship with the French Champions is on a low.
The six-foot-plus attacking midfielder was left out of Didier Deschamps' squad that won the World Cup as he was placed on the standby list.
Spanish champions Barcelona have been long term admirers of the Frenchman but failed to complete a deal in the summer.
